The following table describes the roles and responsibilities of those involved in the PIR.

PIR Sponsor

Executive Branch Manager of ICA (for Tier 1 and selected Tier 2 projects) or the representative from (or agreed by) the Sponsoring Agency (for most Tier 2 projects)

  • Appoint/engage the PIR Advisor
  • Meet periodically with the PIR Advisor to assess progress and provide support in progressing document requests or scheduling interviews as required
  • Prepare the submission to present the final PIR Report and PIR Summary Report to ERC or the responsible Subcommittee of Cabinet (Tier 1 and selected Tier 2 projects only)
  • Distribute the PIR Summary Report to relevant Business Units within Agencies, as deemed appropriate

PIR Advisor (Tier 1 and Tier 2 only)

Tier 1 and selected Tier 2 projects

Appointed/Engaged by the PIR Sponsor. The PIR Advisor must be independent from the Project Team and have had limited previous participation in planning and/or delivering the project being reviewed

Other Tier 2 projects

Selected by the PIR Sponsor in discussion with ICA. The PIR Advisor must be independent from the Project Team

  • Determine the list of documents required
  • Initiate and manage the document request
  • Conduct the PIR interviews
  • Conduct the evaluation based on the criteria specified within the PIR Guidelines
  • Complete the PIR Report and PIR Summary Report and update the report based on the review process (in conjunction with the PIR Coordinator)

PIR Coordinator (Tier 1 and Tier 2)

The Director, Capital Framework from ICA (for Tier 1 projects and some Tier 2 projects) or the representative from (or agreed by) the Sponsoring Agency (for most Tier 2 projects). The PIR Coordinator should be independent from the Project Team where possible

  • Circulation of the draft PIR Report to the Steering Committee
  • Complete the PIR Report and PIR Summary Report and update the report based on the review process (in conjunction with the PIR Advisor)

Steering Committee (Tier 1 and relevant Tier 2 projects)

The Project Board or Executive Steering Committee (where relevant). Refer to the detailed Project Governance Guidelines for further information

  • Available during the PIR process on an as needed basis
  • Review the PIR Report once completed

PIR interviewees

Individuals who had a role in delivering the project

  • Consulted and interviewed during the PIR process
  • Source and provide key documents to the PIR Advisor
