The Project Proposal Report template sets out the information required by the Department of Infrastructure, Transport, Regional Development and Communications (the ‘Department’) to support their funding processes for proposed infrastructure investments.
Project Proposal Reports can be submitted at any stage of a project’s development if the minimum information requirements for the corresponding phase of development is met. The three stages at which a project can be submitted are:
- Scoping phase: investigation of options available to address an identified transport problem or opportunity, producing a preferred option and an estimated total Project cost
- Development phase: refinement and further development of a specific Project including detailed planning, environmental approvals and community consultation and can include pre-construction works such as land acquisition and ground clearing
- Delivery phase: construction and delivery of a complete project.
The three stages for which a project can be submitted do not perfectly align to the Capital Framework and Infrastructure Investment Lifecycle stages. However, an approximate mapping of the Project Proposal Report stages to the Capital Framework stages are:
- Scoping phase - Stage 1 – Develop of the Capital Framework and, if undertaken, feasibility study developed as part of the Capital Framework
- Development phase - Stage 2 – Prove of the Capital Framework and the early activities of Stage 3 – Procure of the Infrastructure Investment Lifecycle
- Delivery phase - Stage 4 – Implement of the Infrastructure Investment Lifecycle
The Project Team (identified as ‘project proponents’ in the Project Proposal Report) is to complete each section of the Project Proposal Report to the extent possible and, if possible, in full.

Purpose of this section
For projects that have been funded or proposed to be funded under Part 3 of the National Land Transport Act 2014, the Department requires the Project Team to submit a Project Proposal Report in order to approve funding for the project. Refer to Section 1.3 for further information on how to submit a Project Proposal Report to the Department. This guideline maps the key activities of the Capital Framework to the sections of the Project Proposal Report templates.
The requirements of the Department’s Project Proposal Report templates can change. The Notes on Administration for Land Transport Infrastructure Projects provide administrative guidance to jurisdictions on the Australian Government’s expectations and requirements for projects to be funded by the Australian Government under the National Partnership Agreement. Submitting a Project Proposal Report
To submit a Project Proposal Report, the Project Team must undertake the following:
- Download the appropriate template for the project (either the road, rail or small road project template)
- Populate the template with the relevant details of the project
- Submit a draft Project Proposal Report to the Department
- Respond to any comments
- Formally submit the report back to the Department.
The Department will then review and progress the project for signoff by the Federal Minister for Infrastructure, Transport and Regional Development.
