Project Scope


The Project Scope section is applicable to Tier 1, 2 and 3 projects and to Programs and Precincts

Purpose of this section of the Business Case

The purpose of this section is to outline the scope of the recommended project option and explain how it will address the problems (or realise the opportunities) identified in the Needs Analysis.

The Project Team must answer the following key questions in this section:

  • What is the detailed scope of the project?
  • What are the specific components of the project scope and how does each address the need?
  • In detailed terms, how does the project scope affect, depend on or integrate with any other projects, Programs or Precincts?

Content required for the Business Case

Scope of works

The Project Team should outline the scope of the project’s capital works, including the location of all works, recommended construction methods, known issues and risks, and the nature of the work environment.

The scope of works described in this section of the Business Case must be consistent with the Functional Design Brief appended to the Business Case. However, this section should present a summarised outline of the scope, rather than a detailed description of the scope as provided in the Functional Design Brief.

This section should also indicate the extent of ongoing operations and maintenance work that are likely to be necessary following completion of the construction of the capital works.

Scope of services

The Project Team should outline the services that the project will deliver (e.g. ‘education for students aged 12 to 16’, ‘more frequent bus services’, ‘reduction in waiting time at emergency department in hospital’, etc.), and details of these services.

Project interdependencies

The Project Team should provide the details of any interdependencies the project has with other projects, Programs or Precincts, including timing, key issues, direct or indirect integration requirements and implications. If the project is part of a broader Program or Precinct, the Project Team should describe the project’s relationship to the Program or Precinct in this section.

Appendices required for the Business Case

The Project Team is required to attach the Functional Design Brief as an appendix to the Business Case. This is mandatory for all projects, but it will have varying levels of detail depending on the project. For more information, refer to the Functional Design Brief Guidelines.
