Purpose of this section of the Business Case

The purpose of this section is to introduce the project, its objectives and any prior activities and studies that have been undertaken.

The key questions that the Project Team is expected to answer include:

  • What are the project’s objectives?
  • Have there been any prior studies, analyses or activities undertaken in relation to this project? Please outline.
  • What is the current state of the project? Please provide a brief overview of the project.
  • What are the recommendations of the Business Case?

Content required for the Business Case

Overview

The Project Team should provide a brief overview of the project, and describe the purpose and recommendations of the Business Case.

The primary purpose of the Business Case is to seek the Government’s approval to undertake the project. Its other purposes are to:

  • Seek agreement to the recommended project option and delivery model
  • Present the project’s costs and benefits
  • Identify the key risks across the project’s lifecycle
  • Seek Budget funding for the project, if required
  • Develop the engagement approach for stakeholders
  • Establish the governance structure
  • Outline the project’s overall timeline.

Recommendations should include a high-level overview of the recommended project option, a summary of the funding that the Project Team is seeking and the recommended delivery model.

Project objectives

The Project Team should present the vision for the project where relevant and outline the project objectives. The Project Team should also include the process it undertook to identify the project objectives.

Project background

The Project Team should detail any prior activities and studies in relation to the project that have been undertaken. These activities may include parliamentary commitments, planning analysis undertaken, related masterplans, prior stages or enabling works undertaken for the project, announcements, and prior recommendations made by Government. If relevant, the Project Team should also include details of the Program or Precinct of which the project is a part.

Current state

The Project Team should provide an overview of the current state of the project.
