The Capital Works Program consists of budget funding associated with initiatives and excludes self-funded components from Public Trading Enterprises. The Capital Works Program consists of five components, including:
- New capital works: The revised new works in the 2021-22 Budget Review is $197.7 million in 2021-22 and $963.9 million over the five years to 2025‑26. The 2021-22 Budget Review includes $185.8 million over five years for the delivery of new infrastructure projects.
- Better Infrastructure Fund (BIF): $97.6 million in 2021-22 and $414.2 million over the five years to 2025‑26. BIF provides funds for improvements to existing infrastructure which extend the useful life or improve the delivery capacity of existing physical assets.
- Works-in-progress (WIP): 2021-22 Budget Review includes $693.9 million in 2021-22 and $2.4 billion over the five years to 2025‑26 for projects that commenced prior to 2021‑22. This revised WIP allocation incorporates accelerated delivery for projects such as and the Canberra Hospital Expansion, revised delivery for projects within the program, Commonwealth funding adjustments and other technical program adjustments.
- Central agency capital provisions: The revised value of central capital provisions in the 2021-22 Budget Review is $1.4 billion over the five years to 2025‑26, a decrease from the 2021-22 Budget, reflecting the allocation of funding from provisions in Budget Review.
- Capital Delivery Provision: Net zero impact over the five years to 2025‑26. The Capital Delivery Provision (CDP) is applied to the total Capital Works Program, including provisions. The CDP indicatively re‑profiles the program based on delivery expectations using historical trends and market conditions and does not affect the delivery of any individual project.
The Capital Works Program by agency allocation
The capital works program is valued at $5.148 billion over the five years to 2025‑26 and is distributed across agencies as follows:
- Central Agency Provisions: $1.408 billion (27 per cent)
- Transport Canberra and City Services Directorate: $1.084 billion (21 percent)
- Major Projects Canberra: $949.0 million (18 per cent)
- Education Directorate: $719.0 million (14 per cent)
- Chief Minister, Treasury and Economic Development Directorate: $243.9 million (5 per cent)
- ACT Health Directorate: $163.9 million (3 per cent)
- Canberra Health Services: $155.9 million (3 per cent)
- Housing ACT: $155.5 million (3 per cent)
- Justice and Community Safety Directorate: $143.4 million (3 per cent)
- Environment Planning and Sustainable Development Directorate: $41.5 million (1 per cent)
- City Renewal Authority: $39.8 million (1 per cent)
- Other agencies: $42.7 million (1 per cent)
