Lease Variation Charge

In the 2009‑10 Budget, the Government agreed to codification of the Lease Variation Charge (formerly the Change of Use Charge) to provide certainty to the development industry, assist with upfront project planning and reduce processing times. The Government undertook three rounds of consultation on the codified framework with the community. A number of academics were also engaged to provide expert analysis on the framework.  The submissions and expert reports are available here 

Under codification, a schedule of values will be released for implementation on 1 July each year.  The schedules will cover residential, commercial and industrial redevelopment, for each suburb in the Territory. The schedule of codified values will operate in conjunction with the Territory Plan.  The system will combine the Territory Plan development control zones with market rate index value locality plans for each residential suburb.  The schedule of values and associated maps are available on the ACT Legislation website.
